Is this an upcoming version of Safari?

As best I can tell AppleWebKit/412.x is the most recent official release of Safari.

Is 416.x an alpha or beta of the next Safari? Or is it yet another spoofed user agent?

Now that Webkit's gone open source there's nothing stopping you from compiling it yourself and rolling your own. It's probably someone playing with an officially unreleased version.

Its actually gone one step further, and the developers are releasing fully compiled nightlies, including a new SVG version:
