Note: I don't need and can't establish an internet connection on that old laptop, I only want to run html files locally. Would I need all that winsock stuff?

For getting it onto floppy disks, you can use Winzip to split the file into a zip archive which spans multiple disks (you will only need two for Mosaic).
A second option is the 16-bit version of Netscape 1.0 (that's old!) available from the Evolt browser archive:
[browsers.evolt.org...]
It weighs in at only 690.27 Kb - anything newer is bigger than one floppy.

... and it fits on a floppy (1.37Mb).
