This is very strange. I had one of the first Google Toolbars installed on my PC. I was just speaking to someone that said theirs actually said 5/10 and so on. So I uninstalled my old one and reinstalled the new one. But now the PageRanks are different. For example, Webmasterworld on my old toolbar showed the home page at I would guess a Nine. It is less on my new toolbar. Very strange.

Last May or so, Google changed the URL checksum algo on the toolbar. Instead of automatically updating, or sending a message that you should get a new installation, they began sending out wildly bogus PR values for the old checksum. I believe that this was in retaliation for PR Master, a program which had cracked the checksum last December. It's Google's famous sense of humor at work.
