If no one hade outbound links then pagerank would fall apart.
Google's PageRank system does not reward outbound links, and indeed outbound links lower the amount of the page's PR that is transferred through each of the individual internal links.
However, PageRank is just one of the 100 factors google use in ranking, (and a factor that far too many people latch onto as if it were the only, or even the major ranking factor).
Google do look at out-bound links aside from PageRank, as is shown by the existance of the PR penalty sites can get for 'linking to a bad neighbourhood'. My personal belief is that they look at out-bound links in more detail than just to apply a penalty or not, therefore I'd still say the advice in the article is correct and valid.

For the time spent dealing with the PR algo, I probably could have been writing quality content instead, lol.
If you do use outgoing links (off-site), make sure it will be worth it by using your page keywords.
With your outgoing links (on-site, on-domain), also make sure these links use your page keywords. IMHO.
Its sure seems like the only thing that got them up, is that they have the keywords all over the page, and if thats what we need to do, then thats what we need to do ,,,
It's just a serach engine. It does not like or dislike content because it cannot, as of yet, differentiate between quality content and other things.

Google is not just a searchengine but a searchengine with the quite advanced ability to produce results based on recommandation by humans (=LINKS).
On the long term sites will have advantages if they have many inbound-links from quality sites especially when those sites are related to the topic.
And what seems to be the easiest way to get these links?

Unfortunately, our technology has far surpassed our humanity.
Any human factor brings along with it greed and the potential for spam. I think we've seen this with the PR for sale problem. It's the people who take advantage of the Goolge Algo who ruin it, the SEO's. These are also the same people who can improve it! It's a double edged sword.
