I submitted a spam report last Wednesday and two days later dropped from #2 to #43. Made no changes to my site - nothing.
Curious as to owns the site I reported.

In the eyes of Google, is it Spam if it looks like the page could actually hold that ranking but is using CSS to hide things, scripts to call frames that hold the actual pages a visitor sees, or other sleights of hand?

In terms of being paranoid....for people who do have spam sites, it would be in their best interests to discourage others from filling out spam reports on Google. One way to do this would be to get people paranoid about filling out a spam report

If I were a spammer, and if I feared of all this people filling out the spam report, I would make proxy-powered script, just to spam the Google spam-report with hundred of random reports [all with a note 'from Webmasterworld', '-GoogleGuy-' etc.. of course] :).

But this is'nt happened, as GoogleGuy has stated.

So I don't think the spammers have enough time/interest for this now.
Maybe they all are too busy in searching for "rent-a-Dmozzer NOW !".
