- a change of PR for pages linking to your page
- a change of transferred PR through a change of the number of links on those pages
- a change in the PR algorithm (e.g. the damping factor)
- a change of the links which are considered for PR calculation (e.g. guestbook links are removed)
- a change in the Toolbar scale (i.e. the relation between real PR and ToolbarPR)
- a change of the link structure of your site
Therefore, even increasing the number of incoming links doesn't necessarily leads to a higher ToolbarPR.
It's one thing to see PR dropping however how does one explain a brand new 4 page site with just one outside link from a PR4 page & not in any directories suddenly gettting a PR4 rating after being PR0 for months?
If the external page is a high PR4 and has only a few links on it then one can expect a PR4 for the target page. Of course, it takes some time after the PR is displayed in the toolbar. Thus a sudden jump from PR0 to PR4 after some months is pretty normal.
Also, (as already said) I wouldn't worry too much about PR as long as the ranking isn't affected. It seems that PR was devaluated in the last month.

If I were you, I would go back to those 20 new links and see if PR remains the same and look at the "cache" if your links have been or would ever be crawled and cached by Google. Also Click on your links to ensure that the page returned is not 404 although your mouse over on the link says the right destination (also no Java).
If the above are positive, you may want to go further to check the old links in the same pattern.
If all the above are also positive, you may have to wait for another round of PR update.
