How does Google count backlinks?

Hello webmasters!

I am wondering how does Google count the backlinks ...

Today i have checked the link popularity on our favourite link-pop-checker-website and compared my backlinks with my competition. I was shocked - one website got 15.000 backlinks in a not-Google SE (last week it was 3.000 - i'm wondering how do they did that if they have only 1500 links on their link site), but Google show only about 250 backlinks for them. They are #2 at Google for a VERY competitive keyword and in the SE where they have 15.000 they are even not in top 50.

Anyway, the question is: does Google count only backlinks that come up when you do a link: search in G or will it count all the links for them?

From my understanding the Link: method is very broken and inaccurate. I have found: -111111111 site:domain to be better.

Anyway, the question is: does Google count only backlinks that come up when you do a link: search in G or will it count all the links for them?

Google only shows backlinks from pages above a certain PR in the link: command, but all backlinks are used in the PR computation.
