He will remove this special character from the URL. He says this method will use much less web space as well. Now I want to know that whether this way as effective as having all the pages on my server as HTML pages. I have spidered this page through simulator and was able to see that all the actual content is displayed on the page but on the other hand these all pages were not able to be spidered by Google because I can not see any page from this directory on the Google index. So can my directory get indexed if I go for this way..please advice..

A client of mine had their previous site with a company that cranked out template sites with the content of pages served from files on their server, using frames - including cookie cutter features and packaged content. What was on the developer's production server certainly did NOT get indexed, and in fact the site could not get rankings at all except for the index page which was a normal flat page without frames, and the only reason that happened was because of the ODP listing. It also had hidden links in the frameset back to the developer's site which I called them up and told them about in no uncertain terms - quite explicitly and at considerable length. On their nickel - I used their 800 number to educate them. :)
I had to create a whole new legitimate site with pages ON the site itself, with content ON the site itself - and it's just fine.

Sounds like the same deal as what I just described. No content, no pages, no rankings. If part of the pages are on your site, the non-directory content, you may get indexed for that, but if the directory listings are elsewhere, they won't count.
I personally haven't seen any of those DMOZ clones out there coming up in backlinks. A lot I've seen are PR0 - they're nothing more than duplicates, and trying to look at it from Google's perspective, I don't see how it really enriches the search experience to have multiple copies of the same pages out there. It's my understanding that Google prefers to index unique pages that benefit their searchers; I seriously doubt that it would be easy to get around that.
There are probably people who do utilize the DMOZ data to advantage and maybe some will share it, but I can't see how you'll be able to rank for content that isn't on your site.
Maybe I mis-read something or don't really understand what your developer is trying to do; it's a bit confusing. All I know is that if someone is trying to serve pages to Google that aren't there, they may not need a web developer, they may need a cloaker. Which doesn't sound like your guy. It may be that I'm naive, or maybe a bit unsavvy when it comes to the finer points of black hat SEO. ;)

According to him, this site is doing the same thing
