Does anybody know if it is possible to have a PR3 on the home page but have most of the interior pages all white (with the google toolbar) and be penalized? Or is it more likely in a case like that that they haven't ranked yet after 6 months.

Yes at the moment its quiet common.I'd say its best not to read anything into it yet.
