Choosing the text in title/anchor text

Does having less keywords in the title/anchor text means more weight on that keyword?

for example i am targetting 2 keywords: widget and blue widget.

When i choose widget as my title and anchor text, would it alone get more weight than when i choose blue widget?

Or does the keyword blue widget get the same weight as the keyword widget?

Putting in another way:
If i choose blue widget as my title/anchor text, would it give same weight to the keyword widget(in blue widget) if i had chosen widget to be my title/anchor text?
