ie=ISO-8859-1 and ie=UTF-8 return different search results

Does Google discriminate?

I get different search results, depending on which character encoding is used in the google variable. Found this out by
1 using the toolbar for 1st search (ISO, toolbar downloaded in the US)

2 regular Google(.com) search from Austria, where I currently am ...

the difference is #1 for ISO and #4 for UTF, so no big deal, but am still curious ...

Any Thoughts?

maybe this is according to the character set in the docs. if you search for iso files, you'll get iso encoded ones first and for utf utf ones. but this won't make that much sense in my opinion, maybe for more foreign character sets for more complex languages/character sets and iso/utf differences are only a side-effect of this.

-or-

the difference is not based on this parameter at all, only by request differences (toolbar/website).
