I've been working on link developement for the last six days straight on getting my new site a much higher PageRank than it's got now.

I'm curious to know what the makeup is for all of the PageRank levels?

Example:
To get PR 5 on a site, how many PR1, PR2, PR3, PR4 or PR6 have to be brought together?

Anyone know what I like to call the genetic makeup of PageRank to better predict the outcome of the page's ranking?

Sorry there isn't a specific number of links that you need from a certain amount of site to reach a certain PR level, it seems like you focus on the Toolbar Rank a bit to much, i would try to focus on getting good inbound links instead of focusing on their PageRank, the toolbar can show wrong you know ;)

Also i would give the advise to browse through the SEM Research forum here at WebmasterWorld, where numerous of PageRank papers have been discussed which will help you understand PageRank, and how it's calculated.

PR is very much a moving target. Our site fluctuates often between 5 and 7. And this is sometimes without a no change to my backlinks and links directory. So it is therefore a hard and interesting question.
One must look at all the aspects of a particular link. Will it benefit my visitors? Is the Anchor Text favourable? How about the page that is linking to you? What is it's title?
Does this title stick with your keywords?

The questions are never ending. At the end of the day one must just think like a visitor to your site. Cause well that is the perspective that Google must view ones site to assign relevancy.

What exactly is a PR5?
PR5 can be anything between 5,01-5,99. Same with the inbound links. So any numbers given on the basis of toolbar PR are guesstimates at best.

You would need to do that for at least 90 more days for the type of result you want. Not all links are exchanged for PR. If you can get good links which give traffic then go for them also. Especially some of the directories which have little PR due to their dynamic url but actually give good traffic. Best of luck ;)

In addition to heini's comments: PR is page (not site) based. Therefore, one should ask what makes a page PR5.

ToolbarPR uses a logarithmic scale. Thus the number of PR4, PR3, PR2, PR1 pages which are necessary to get PRX, increase exponential. Also, the anwser depends on the average number of links as well as on the average PR (high or low) of those pages.

How long is a piece of string?

How many links are on each of the PR1, PR2, etc pages? One link could give you PR5, if it's the right link.
