What's the best way to rebuild a site?

I want to rebuild my site which has a Google PR of 4. The site has been indexed at DMOZ. The site consists of around 20 different pages. What's the best way for rebuilding?
- to rebuild the whole site at once and add the new site again to DMOZ and Google?
- to rebuild the whole site at once and further wait until it is found again by Google?
- to rebuild the site page by page and keeping the names of the different HTML-pages the same so that they don't have to be added again for Google
- to rebuild the site page by page (also by adding new pages) and waiting for Google to find the new and changed pages.
- other possibilities?

Since you only have about 20 pages, I'd rebuild the whole site, and put it up. If the domain name stays the same, you won't have to resubmit anything. Google will pick up the new pages, and drop the deleted pages automatically.

Now, if there are pages that have to have their URL changed, I'd use a 301 permanent redirect to redirect each old url to the proper new one.

Or, forget the redirects, just put the whole new site up, and Google will figure it out.

People who have bookmarks or links to internal pages will have to update them, and if you use redirects, they'll probably never notice that the pages have moved.

When I have done this, if there are pages indexed - and ranking well, - I always maintain the same name for the html pages.
