How to get a site listed in "sites only from France"

I have noticed that French (Italian, German) versions of Google have a radio-buttons:
1. "list only site in French (Italian, German)"
2. "list sites from France (Italy, Germany) only"

I wonder how to get listed in the second category.
I have seen .com sites in listings and noticed that they were using DNS-Servers located in France (Italy, Germany).

What info do you have about the question?
I have thre versions:
1. DNS-Server must be fr it de etc.
2. Server IP must be from this contry
3. WHOIS info

I actually want to use a US-based hosting company as the prices on local markets are too high. But using a local Domain-Name reristrator and his DNS-Server is ok.

1. and 2. are relevant if your TLD is .com you should have it hosted in the country if you host it in the US or anywhere else you should have .fr. Search engines dont check the whois of the domain name.

Have you tried just the DNS-Server?
Have you tried just the Domain?

I mean:
1. DNS-Server is located in .fr Server IP U.S.
2. DNS & IP in U.S. but domain name is .fr (.it ...)

I wouldnt really worry about the DNS server if your TLD is .fr, I have a number .com.au hosted in the States they all come up in the Australian only search, but the DNS is Austrlia, but the Search engine first looks at the TLD if its .fr its french. If its generic like .net, .org, or .com etc it then looks at it IP address, so if you have a .com hosted in france then it will come up in the France only search. I hope thats a little clearer.

Generally mark is right on the money:
- local ccTLD
- local IP
Either of those qualify.

So, if a site runs under the local TLD it's definitely in.

About the IP: I don't think hosting in US and using a french Nameserver is safe. Not entirely sure, and would appreciate other people's feedback on that point specifically, but I would not recommend that.

About local IP: This is something where apparently mistakes can happen. Admittedly the only countries where I've really heard of problems are England, Scotland, Ireland, US. Not sure about Canada/US.
