What is it for? Who runs it? I assume Google do. But why?

They've got the mirror of Google.com there as a 'placeholder' so it doesn't simply redirect, perhaps.

Other than that, the spider for their content targeted ads contains the 'googlesyndication' url, so that people can distinguish between that & regular adwords from Google.com

Perhaps also, they are 'extending' their brand, to create more mind share among webmasters & marketers? :)

Google's guidelines state
"Don't create multiple pages, subdomains, or domains with substantially duplicate content"
