Myth, Legend & Google BS

I see high ranking competitive pages that have white on white. Yet the Google legend is, you will get banned. Even I could write some code to spot white on white!

I also see high ranking pages with <noscript><h1> <b>loads of keywords </b></h1></noscript>

Even on pages with no java!

I have reported them to [google.com...]

Nothing happens.

What am I missing here?

Since Google has never published a comphrehensive set of code guidelines, the fact is, we have little clue what Google is really considering a program.

Probably just timing. I would suspect Google has all hands on decks at the moment. Having said that an acknowledgment would help I suppose.

Despite GG's reasuring words that Google will act upon all spam reports, I do read a lot of posts to the contrary.
