I have a friend who just started his first site its not even close to being done yet
Another webmaster and I have been the only visitors to this site to give advice
We both have the toolbar
My Friends site up for two weeks has a PR of 0 now
Suggesting the fresh-bot has been there

No links to this site at all just an index in development

Has Google done this in the past? Or is this something new

Welcome, good to see you around!

It isn't exactly new, domains just resolving to hosting from the registrar have been showing PR0 right away.

If you have the toolbar set to show PR, then you send them the URL of every site you visit with it. How else do you think it can give you the PR? ;)

I have no doubt that google can pick up new sites just from the toolbar. My home page was indexed by google even though it was nothing but a page with a "for sale" on it.

There are many ways that we could find a web site without using the toolbar; I don't think that would account for it.
