I have a few questions about a few things that have been bothering me lately:
1. Does google dislike layers? In other words, does text on a plain page score better than text within a layer? What about an 'overflow' tag? Likewise, is using tables worse than using nothing at all or just CSS for design?
2. When people say 'anchor links' are they talking about actual use of an anchor, like [widgets.com#widgets,...] or is this just a nick for the link text? Are anchors actually useful from a SEO point of view or are they ignored?
3. Is it actually confirmed that linking to a high PR site from your site improves your own ranking or could this just be one of many urban legends?

2. People mean link text when they talk about anchor text in Google. I don't think that within-page anchors count in Google (but I can't remember any proof for that).
3. If you link to good sites, then you might be seen as a more credible resource by other webmasters and you might get more links. Also, whom you link to may become important in the future if Google uses Teoma-style hub and authority scoring.
