I have set up some new sites last month. One is about Movies, another contains information about big cites of the world. Nothing tricky or spammy. Now one of the sites has a link from a PR4 site so I thought it should get PR3, but since about 3 days it has a white bar. Could it be because there is not very much content on it at the moment?
The other site has NO link from anywhere and the only text which is on the site is "test" . This domain has a PR0 too.
Now I think that this PR0 is because the site has no incoming links but how has Google found this site without any link pointing to it? Maybe the toolbar sends information about URLs to Google?

There's nothing unusual about any of this for new sites. PR will fluctuate for the first couple of months until thing settle down.
And now, with the ?recent/still going/completed? update there appears to be wide fluctuations in toolbar PR for established sites as well.
Just site tight and keep adding content and good incoming links until G settles down.
