Would an article written about another site be potential dupe?

I wrote a small article on my site, but how would I know if it was too similar to another article?

I basically summarized a whole website in my article, would it be considered duplicate content?

I was going to post my site on google, but was concerned when the right time would be.

Things are written about other things all the time and that in itself can't be considered duplicate content. Unless you're quoting large portions of text or mirroring any written copy from the subject site, I wouldn't worry.
