This is an easy one - you never have to post a code sample to know if something is spam or not, you just ask yourself a question:

Is it there to help your visitors?

If YES:

Not Spam.

If NO:

Spam.

I help my visitors but i repeat the same word (hotels)60 times example

lol .. how can marquee tag be answered yes or no .. it's a text effect like any other javascript.

although the anchor text 'links' could be a problem from spamming point of view

:) marquee on its own has nothing to do with it. The point is, the question "Is this Spam?" is self answering. If you have to ask the question, then it probably is.

To my knowledge, google has no issues with marquee text. Before I read this topic, I had come across a site while searching for a word. The site ranks #1 and google highlights the keywords which are there in the marquee text.
