Does google penalize this sort of use:

<style>
h1 {
font-family: arial, verdana, helvetica, sans-serif;
font-size: 20px;
}
</style>

<h1>Keyword</h1>

i dont see why if it does. My reasons being that im keeping the h1 size still fairly big as an unstyled h1 would display. My only purpose is to make my h1 prettier than the default.

i do believe they should penalize font-sizes that are small: ie font-size:7px for a styled h1
