Some pages can be explained with short titles like "Big Red Apples" while others may have every variety of apple on the page and be approprate for the <title> tag to be much more wordy.
So, does "Google" have a set would count one should not exceed?

Today I ventured into unknown territory (Content and Copywriting) and found an excellent post by digitalghost on Getting The First Click [webmasterworld.com]. You should read all of it, but I will quote one paragraph:
People will see your title first. Craft a title that is clear and concise. People scanning search results aren't ready to buy. They are in the information gathering stage. Give them the information they want and give it to them quickly.
