Google PageRank 0/10 - What does it mean?

Hello!

1. I have a pagerank of 0/10, does that mean it is penalized or is it just because it was just indexed recently?

2. Does anyone think Michael Campbell's minisite theory is good and/or successful with Google rankings? If so, why or if not, why?

google.co.kr shows 0PR from time to time
