problems with other domains and redirects

what is if several domains have the same content?

Hi!
One of my clients (from germany) has a lot of domains that all lead to the main site. For example:
www.product/shop.de = other domain
www.shop.de = main domain

The problem is that all the sites have exactly the same content. But the browser shows in his adressline different URLs. Is this spamming?

And is the risk high that Google will find out that there are several sites with the same text? Although we didn't add all the URL to Google directory. We don't want to be blocked!

Google says that you should pick one domain and have all the others redirect to the main domain via a 301 permanent redirect.
