Which does google see first? Submitting URL via their site, or crawling?

I like the line I found in the Google Add URL [webmasterworld.com] thread:

I think it's a placebo. (Kind of like the "close door" button on the elevator - it gives the Type A individual something to do while the elevator decides when to close the door. ;))

It might help to submit the homepage, but if you can get a link from a page with a high PR or a page that is frequently visited by freshbot then there is no need to do so. Eventually you need links anyway, otherwise your page will be removed from the index anyhow. And if you're lucky, Google can find you very quick (Just 7 Hours For New Pages To Get P1! - Google Amazing [webmasterworld.com]).

So how high can a freshbot new listing get in a competitive keyword? Is it easier to get better freshie SERP action with less competitive keywords?
