Best Place @ Google to Inquire About a Penalty

Several months ago, I sent a note to webmaster@google.com inquiring if a site I work with had been penalized. This was right after the expired domains ban kicked in, and this site had just switched domains.

To date I have received no response, but I am still getting the same results -- site is listed, home page PR2 and all interior pages PR0, and not showing up at all, or very deeply in the rankings.

Is there a better place to inquire about the situation, or should I just send another request to Webmaster?

Also send another short email to webmaster at google.com. Not sure if you'll get a reply, but the info should get to the right place for us to check on it.
