Is fi a version of sj without dicey results filters?

Take a look at fi. It has more sites in each search than sj - does anyone think it is an unfiltered (for spam,etc) version of sj?

Actually, in this context "spam" usually means either the same person having multiple listings with different domains high up in the SERPs by using different domains, or extremely minor but relevant sites dominating over more established ones. This seems a lot more of a practical problem than irrelevant results, such as lots of porn sites coming up on some innocuous search like "purple penguins".
