They are a top, nationally distributed newspaper and have a well-linked online presence. However, they are having problems making it onto the Google News homepage as the top article, and often fall low on the search results for a particular story.
I reviewed the FAQs for Google News and it states that "The headlines on the Google News homepage are selected entirely by a computer algorithm, based on many factors including how often and on what sites a story appears elsewhere on the web". However, I have seen smaller publications land the top position (without the article being linked to any other site), over other major newspapers and newswires (not just my client.)
Any idea how Google selects or what my client could be doing wrong? I apologize, but I can not reveal who they are.

I have not seen earlier postings or discussions on what makes it a top article in the top stories, however I would not be suprised that "falling low on the search results for a particular story" would be related to that issue.
Their ranking algo must have some of the same elements in it as the normal web-search algo.
