Is Different Content with Same Meaning OK?

If there are two pages on a site, one optimised for 'widget repair' and one for 'widget service' with totally and completely different text, but an identical message and meaning, is it spam.
Similarly for US/UK spelling say 'color/colour'
Any definitive guidance?

Sounds like 2 separate and distinct pages for repairing widgets and servicing widgets.

my rule of thumb is: If the end user is getting exactly what they searched for, then it's ok.
