How ironic - it does appear that this update will be rolled out and completed soon - perhaps by Labor day weekend. I think this was one of whitenight's prodictions.
Google has a history of introducing big changes over holiday weekends. No big surprise there, and it makes sense to do it when a larger-than-normal portion of the Google audience is barbecuing or watching parades.
BTW, I agree with your suggestion that Caffeine may not have "all the penalties in place yet." That would make sense, too: A change this big needs to be deployed step by step. Critiquing or second-guessing a work in progress is a waste of time.

The SERPS are rolling out NOW and have been "worked on step by step" for the past 3 months (the long national nightmare update).
If you want keep thinking they will be radically different, feel free...
But you keep saying they are going to change, and they haven't yet.
Perhaps you could tell those asking, EXACTLY WHEN you think they will place the "missing penalties" in?

This could mean many things I suppose - the penalties are lifted, portions of the system are incomplete, or the penalties and related factors will be reapplied later.
What is interesting is that the initial link (for me) now shows full ads, but mimics the exact same SERP's that were shown last night on different DC's. Whatever differences there were on that sandbox url are now matched with regular serps.
To my eyes, it seems very much that the mechanism of panalisation has changed, and that some false-positives have been returned to SERPs.
I know this doesn't fit neatly into the public statements that this is infrastucture not algorithmic, but frankly its data-led and independant of other considerations.
So, what do other people think of the non-penalised sites? Do they appear indicative that some penalties have not been applied, or that some penalties were undeserved?
It's just my guess, of course - anything could still happen before the complete transition and my crystal ball can be cloudy ;)
