Has any one experienced the windows message:

A run time error has occurred do you wish to debug?
Line: (number)
Error: (description of code error)

It has become a real pain having this appear every time IE cannot render the javascript properly. Can it be turned off? Is it becase I have software installed like DW and Topstyle?

I am on a government network with strict firewalls and little access to the system commands also I can't install any other browsers without public expense so it's been vitoe'd!- so any advice would be welcome as I'll get none here.

Tools/Internet Options -> Advanced tab ->
Uncheck "Display a notification about every script error"

I can't access the internet options pannel on this machine - Big brother want to keep us under the thumb!

any other way of disabling the popup?

Try running regedit, go to HKEY_CURRENT_USER\Software\Microsoft\Internet Explorer\Main' and change the value of 'Error Dlg Displayed On Every Error' to 'no'
