Javascript to scroll a text area

Without using a scroll bar

I have a section on my web page (currently a DIV) that displays a news article. The entire article is too big to fit into the area. I want to make the area scrollable. However, I do not want scrollbars to be displayed.

What I'd like is a small up arrow and down arrow icon in the lower right hand corner of the display area so the user can mouseover on one of the arrows to have the text scroll up or down.

I'm not a javascript programmer so I'm looking for a commercial product or a fairly complete example or a web site where this stuff is explained well.

Any pointers would be appreciated.
