1. Do the search engines actually read the mouse-overs / alt gifs? And can the be used for SEO?
2. Do links in the mouse-over / alt gif texts have any effect or value with regard to optimization for SE's.

Google indexes the value of an image's alt-attribute, but only when the image serves as hyperlink anchor. It is known to have some but little influence on PR. AFAIK the title-attribute is not indexed by Google.
