Click Index and minimum bid

Does anyone have any information regarding what Overture’s intentions are with their new 'Click Index' and the minimum bid being displayed next to each term?

I assuming that the 'Click Index' is to stop anyone having hundreds of terms that are only clicked on once every other month - Must be no more room on their system.

The Minimum bid next to each term? - Could it be that they intend to set the minimum bid higher for the more popular terms?
