who can i report an auto-surf pyramid scheme program to? does google, yahoo, et al care about these things? are they legal? depends where they're run from?

someone on another forum was talking about one today and how he knew it was 'legit', etc. i tried to explain he was stealing money from advertisers. in this scheme you paid the company money and let an auto-surf program run on your machine each day (100 websites a day) and you made 1% of whatever your investment was...

who can i report this evil to?
