Had a phone call from a sales rep at Top-pile talking about their latest offering, top4clicks.

They claim to place your keywords on the first page of google's natural listings, with each keyword priced at half of the top Overture bid.

Sounds interesting, but before talking further I thought I'd consult with the WebmasterWorld gang. So...

Sounds like one of these scams where visitors need to have installed a browser add-in of some kind before this actually happens.

As most people won't bother downloading the add-in, you will probably get very little (if any) traffic from this.

The only way to put paid ads on Google's pages is still Adwords AFAIK. I'd avoid this company like the plague!
