Newbie question re PPC and roll your own

I have been developing a simple database driven directory that focuses on a specific industry. Someone looking for a particular service in this industry would click on one of about ## categories. A maximum of # companies would appear all on 1 page. The list is always displayed in a random order to ensure equal visibility. No bidding req'd.

Regarding fees, my competitor charges a flat monthly recurring fee. This is obviously unfair to the advertisers but I guess if they pay it, no one is twisting their arm.

If I want to offer a better value and say you pay " $### for ### clicks on your company listing. They could log-in to view # of clicks remaining but that's all really. This seems a more reasonable way of charging and I could implement on my own. The burden would be mine to bring traffic to the site to make the advertisers feel that renewing their listing is worthwhile.

Is this outdated thinking? Criticizm is welcome.

I would charge a set fee per month to you think your site is ready for PPC because takes a lot of traffic to make money that way.

thank you. that was the original direction I was heading but thought it was not "in keeping with the times" as far as the new paradigms for online advertising.
