How would you determine which keywords will work best for a certain level of cash output? Would you use Wordtracker?

and how do you work out which ppc engine will work best? Is Google ppc best? or espotting or something?

What would be a good overall pay per click strategy for a UK company?

To get the real answers to these questions you need to use ROI tracking and do a little trial and error. You can use Wordtracker and a little common sense to get a solid start, but without ROI tracking your just making an educated guess. Overture and Adwords is probably the best place to start of your campaign (They almost always have the best ROI), once you get those nailed down you can use the knowledge you have gained to test the waters with some smaller ppc engines.
