Deciding campaigns/ad groups for PPC?

Having only recently started doing PPC for various clients I am just getting up to speed. I have no problem with writing ads, keywords and most of my ads are achieiving high placement at low cost. However, when setting up new clients campaigns I find it difficult to decide how to separate all the campaigns/ad groups. Does anyone have a logical process of doing this- start general, reflection of main products services? Any ideas?

I dont really have a site that has many products but I do seperate my ads by who I am targeting (industry) and also by performace or position. So I keep all my top position terms together and so on.

We usually break up keywords into (3) levels:
Site (general)
Category (product group specific, ie; blenders)
Product Line (Cuisinart Blenders)
