I have a few simple questions to ask :)

1. What should or could a search engine add to its site to bring in advertisers(site owners)?

2.What should or could a search engine add to its site to bring visitors together and keep them staying?

3. What type of search engine(s) do you like?

Quality traffic or genuine buyers is what all advertisers are always looking for. This is where most PPC engines fail with very few exceptions. They bring in traffic from "get paid to surf" programs or syndicate their results to all kind of sites. This results in lower ROI for advertisers and they leave faster than they came in.

I think in order for a new PPC engne to be trusted at all by advertisers it would have to be build on an already existing web search name or brand. A lot of PPC's are simply springing up without letting potential advertisers see what they are really capable of in terms of traffic.

For example a search engine had been running for years and had a steady flow of genuine users and traffic would be far better placed to offer a cpc option for, as an example sponsored listings or higher placement in serps.

Simply starting a CPC engine from the ground up will not convey confidence on your ability to deliver good traffic and/or an acceptible ROI.
