Pay for hits/clicks - large networks/good sites

I recently purchased batches of clicks from JustVisits and VisitorFinder. Total mistake. I made no sales from their traffic.

Does anyone have any recommendations for sites that will deliver quality traffic for a set price?

Also, most of these sites use the website you give them as a popunder in their network. So it's a good idea to have a separate page designed to function as the popunder, but then the user has to click through. So it's really like paying for X number of banner impressions.

Back to point: I want a company that provides X number of hits for X number of dollars. I want these hits to convert to sales. I want to maximize my spending as sales increase.

Any reason you don't want to go the traditional PPC route with Overture/Adwords/etc?
