No Impressions High Budget

less impressions even with hign budget

Hello

I am working on ppc from last 6 months and i have maintained around 5 campaigns till now. But right now iam working on "property investment" campaign my problem right now is: the budget is high and there are around 4000 keywords in the campaign but iam not getting more impressions. Even i have raised the budget for each click from 5 to 6 pounds then also iam unable to get the 8 th position in the first page. I have started the campaign just 7 days back so please any one can suggest me what to do?
