Seriously your only consistently legitimate options are Google Adwords and Yahoo (and Yahoo is even debatable how good the traffic is anymore). I always say 'do you use epilot"? If not, why would you advertise with them :)

In the end I realized, that almost all PPC companies except google are based on click fraud. It makes me sad.
