Is this a good outlet for PPC?

I have a client that is pressing me on utilizing the Exact Seek featured listings because for $12 (for 3 months) they can be listed in the "Top 10 across 110+ search engines and directories"...

I have never heard of this company or the directories/search engines they partner with. Furthermore, they only use PayPal and 2Checkout to transact payment (which scares me a little on the validity of this company as a strong PPC resource)...

Anyone have any thoughts/experiences?

they have no privacy policy, i would only do it if they were certified with etrust.
