i do not know of any PPC engines with sufficient traffic allow you to buy pharmacy keywords without meeting very strict guidelines

I once accidentally had a keyword in google that sorta sounded like a generic drug, and all these warnings popped up in their interface

I would suggest contacting your account rep at each major engine and ask them for assistance
