Is there any way a one=page site could be optimized?

Hello everyone, I'm just a starter and have a grat many questions to ask :)

What would be the basic techniques (if any) to get a site consisting of a single page rank high in Google and appear close to top in serps?

Google really only looks at pages anyhow so you would do it like any page. One page kinda limits you. You need links and anchor text from other sites. Put your kw in the title, h1 , and repeat the kw several times on the page. Pick a few kw's on the page have one <b>, one <i>, and one <u>. Put the kw in the H2 tag. Keep the page pretty small. Put as few graphics as possible. I normaly go for one kw per page but you can try more. It is hard to get more than a few different kw's per page and rank well.
