Is This Bad Practice?

keyword stuffing

One of my competitors has this CSS in each of their pages:
<span id="South" style="DISPLAY: none">

followed by a HUGE list of keywords (like, a few thousand words and phrases) On some pages they are near the top of the page, on others at the very bottom. Is this 'keyword stuffing'? Is this a disallowed practice by the SEs? If so, can I turn him in? (one less competitor = one less SER above me ;) ) Or does it work?

Yeah, keyword stuffing - one of many variations on the theme.

Let's just say that if this technique were a Tom Cruise movie... it would be called "Risky Business" rather than "Top Gun".

The engines are getting better at reading and deciphering CSS all the time... and of course if it ever came to a human review it would stand out like the proverbial.

Apart from the fact that the list is hidden... these long lists are generally counterproductive, because any words that the page might rank on are generally diluted by the rest. A few thousand is way too many words for a page, let alone a keyword list.

If this guy is above you, you'd better get to work, because he clearly doesn't know what he's doing.
