How should I organize my keyword pages to increase PR?

Hi there, I have about 350 content pages and I use a template to update the links on each page. The pages are all cross linked and they all link back up to the index pages (it is actually two web sites under one name.) I have had a PR of 4 now forever, it never goes up or down no matter how many pages or links I add it seems. I get good ranking on many terms, but not on the difficult ones where there is tough competition. i was wondering if the fact that I have ALL the links to ever page ON every page is diluting the strength of each page's particular keyords. I was wondering if it might be better to just have certain "master" pages for each of the tough keyords and on this page I will link out to all the other secondary keyword pages related to it. E.g.: "index.html" has a link to "widgets.html" for example and that page has all the links to "blue widgets.html", "yellow widgets.html", "green widgets.html", and so on. That way my widget keywords don't dilute the strength of my "oranges.html" pages or my "apples.html" pages. Would this help to drive me up with the tougher keywords? thanks for any advice

You idea of separating your site into discourses of knowledge is a good one. It seems that the search engines are starting to use more natural language processing tools to group websites into a category.

These tools are trying to basically look at a webpage and create a summary of its contents. If your site has a fair amount of unrelated subjects then I would recommend reeling back on the amount of cross links to just linking the subject matter fields.
