If you want to buy widget and is looking for a review, will you search
widget review or widget reviews?
what other phases you are going to search if you plan to buy the widget other than 'review'? Have you ever use the word rating? ...

I would have both options. This is very specific to the "Widget" element of the phrase and local use of the term in commom speach.
People WILL search on both. If you use a ppc service bid on both, plus commom miss spelling etc.

I would think the plural would be more popular. I used to think that by using plural the singular would also count, but found that not to be the case, so you would have to include both.

thanks for the comments ... I think plural and singular is one of the biggest problem we face ...
